The FBA EAC Herald No. 4(23) 2025: Year-End Results, New Economic Architecture, and Applied Research

The FBA EAC Herald has published its latest issue, marking the fourth installment of 2025. As per tradition, the journal is disseminated in Russian, Chinese, and English, offering a comprehensive analysis of pivotal events, expert evaluations, and research pertaining to Eurasian economic integration. Anna Bezdudnaya, CEO of FBA EAC, serves as the editor-in-chief.

The principal focus of this issue is the XI Moscow International Financial and Economic Forum titled "Building Bridges: Partnership Without Borders," which was held on November 27, 2025, in Moscow under the auspices of the Russian Union of Industrialists and Entrepreneurs (RUIE). The forum brought together representatives from governmental bodies, the diplomatic corps, business, and academia from BRICS+, Asia, the Middle East, and the CIS. The issue includes the final communiqué of the participants and detailed reports on the forum's activities.

Additionally, the issue features the annual reports of Li Shuobing, FBA EAC President of the FBA, and Alexander Murychev, Chairman of the FBA EAC Board, which synthesize the outcomes of the Association's activities for 2025. Key areas of concentration include:

— expansion of international partnerships, with a particular emphasis on BRICS, SCO, and EAEU member states;
— organization of significant forums, including the inaugural Eurasian Financial and Economic Forum in Shanghai;
— institutional development of the Association, encompassing the establishment of new specialized committees, enhancement of expert capabilities, and advancement of digital infrastructure.

The section "Economic Problems of Regions and Prospects for Development" delves into the formation of a new financial architecture.

1.     Sergei Ryabukhin, First Deputy Chairman of the Federation Council Committee on Budget and Financial Markets, conducts an analysis of the launch of the world's first multi-commodity price stability index (MTZGC). The MTZGC is introduced as a decentralized digital asset tool suitable for cross-border settlements between BRICS, SCO, and EAEU participating states.

2.     Smirnov, President of the National Institute for Global Security Research and Professor at Moscow State Institute of International Relations (MGIMO), presents a forecast for the development of artificial intelligence for 2026. The forecast highlights the transition of AI from a technological domain to a direct arena of geopolitical competition and the potential for hybrid threats.

3.     Kazartsev and Koltashov explore the evolution of currency and payment systems. The study underscores the ongoing trend of de-dollarization, the increasing role of gold, and the emergence of an alternative payment infrastructure within the BRICS framework.

4.     Sakharov, CEO of Vostpartner Group, proposes the conceptualization of a digital trust platform for BRICS countries. The platform aims to reduce transaction costs and institutional barriers for small and medium-sized enterprises.

A dedicated section of the issue is devoted to the activities of the Russian Parliamentarian Club, celebrating its 30th anniversary in 2026. Igor Kirpichev, CEO of the Club, provides an overview of key projects, including international cultural and business initiatives, support for children's creative endeavors in BRICS countries, and humanitarian programs.

The "Research Articles" section comprises works characterized by their applied nature and focused on addressing specific issues in economics, ecology, and managemen.

— Assessment of the Environmental Capacity of Russia's Arctic Regions (Bezdudnaya, Li Shuobing) — the study calculates an integral indicator for the Murmansk Region, Yamalo-Nenets and Nenets Autonomous Districts, Krasnoyarsk Territory, and Chukotka. Regions exhibiting environmental deficits are identified, and the necessity for a differentiated approach to economic activities is substantiated.

— Digital Technologies and Innovations in the Mining Industry: Russian Experience and Prospects for Partnership with Africa (Bezdudnaya) — the analysis evaluates the potential of Russian digital solutions for African mining projects, including geoinformatics, automation, and environmental monitoring.

— Methodological Approaches to Assessing the Economic Mechanisms of the BRICS Long-Term Partnership (Vasilyev, Cherkasov, Cherkasov) — the article proposes the Total Value-Oriented Valuation (TOV) methodology, which accounts for multiplicative, social, and environmental impacts of infrastructure projects.

— Development of Small and Medium Businesses in the Fish Farming Sector (Treiman) — the study demonstrates the possibilities of organizing closed production cycles in Russian regions using the example of African catfish farms.

— Factors Influencing the Development of Digital Infrastructure in the Arctic Regions of Russia (Yakhyaev) — the article presents a classification of economic, socio-labor, spatial, and institutional factors affecting the digitalization of the Arctic.
