Within the Framework of the EEC, RUIE, and FBA EAC Roundtable, Experts Proposed Applied Solutions for the EAEU Industry

On April 2, 2026, Moscow hosted a roundtable titled "Main Directions of the EAEU Economic Development – 2045: Business Strategy," organized by EEC, RUIE, and FBA EAC. The first session, moderated by Alexey Vedev, Director of the EEC Macroeconomic Policy Department, focused on global risks and methodologies for selecting priorities. The second session, moderated by Alexander Kotlyarsky, First Vice-President of FBA EAC and a member of FBA EAC Board, was structured as an applied session focusing on specific mechanisms, with a pool of six experts participating. Five of them presented particular tools, while the sixth provided a systemic framework for their implementation.

One of the most pressing topics of discussion was international payments, payment cards, and mobile applications. According to Alexey Kazartsev, Chairman of the FBA EAC International Banking Committee, reliable payment mechanisms are essential for industrial cooperation. He proposed unifying payment service standards within the EAEU and expanding the use of national currencies for settlements.

Andrey Lotsmanov, Deputy Co-Chair of the RUIE Committee on Industrial Policy and Technical Regulation, emphasized the importance of interstate GOST standards. In an environment of fragmented global regulation and escalating non-tariff barriers, standards have emerged as a tool for creating a secure environment for industrial cooperation and enhancing export potential.

Sergey Korotkov, Advisor to the FBA EAC President, recommended intensifying collaboration with international organizations, particularly the International Organization for Standardization (ISO), which unites 167 countries. Russia's participation in this work is represented by Federal Agency on Technical Regulating and Metrology (Rosstandart).

Anatoly Smirnov, President of the National Institute for Global Security Research and Professor at MGIMO, highlighted the convergence of quantum computing and artificial intelligence, which is shaping a new paradigm for security. Shor's algorithm poses a threat to current asymmetric cryptography, and the "collect now, decrypt later" strategy endangers long-term data. Countermeasures include post-quantum cryptography (NIST FIPS 203-205 standards) and quantum key distribution. Smirnov called for coordinated transition within the EAEU using Bletchley's method.

Igor Badin, a professor at the Institute for the Preservation of Shareholder Property, proposed the creation of cross-sectoral centers for technological adaptation. The system is currently in the pilot phase, featuring a supplier database integrated into the ERP systems and the development of a mathematical model for control points that predicts potential issues before they result in losses.

Denis Kucheryavtsev, Head of the Department of Industrial Policy, Interstate Programs, and Projects at the EEC, outlined the main areas of industrial and technological development for the Union and presented a systemic framework within which the five mechanisms proposed by the experts during the session can be integrated into a cohesive complex.

During the open discussion, Alexander Kotlyarsky emphasized that standards (including work with ISO), payments in national currencies, post-quantum cryptography, and cross-sectoral centers operate effectively only if there is a coordinated industrial policy.

The presentations and subsequent discussion demonstrated that the Main Directions of the Economic Development can serve as a functional tool for businesses and states, even under conditions of high uncertainty. The proposals made will be considered in the further development of the Main Directions of Economic Development until 2045.
