The Organizing Committee of the XII Moscow International Financial and Economic Forum Held Its Second Meeting

The second meeting of the Organizing Committee of the XII Moscow International Financial and Economic Forum "BRICS: New Horizons of Partnership" was held in Moscow. The meeting was attended by Alexander Murychev, Chairman of the Board of the Financial and Business Association of Euro-Asian Cooperation (FBA EAC); Alexander Kotlyarsky, First Vice President of the FBA EAC; Vladimir Kotenev, Board Member of the FBA EAC and Head of the Representative Office in Germany; Manish Kumar, Deputy Chairman of the Board of the FBA EAC (online); Marat Sagalevich, Deputy Chairman of the Board of the FBA EAC; Anna Bezdudnaya, General Director of the FBA EAC; Marina Nesterenko, Chairman of the Committee on International Cooperation and Tourism; and Alexey Kazartsev, Chairman of the International Banking Committee of the FBA EAC (online).

1 The participants discussed the core concept of the forum, which centers on shaping a new architecture for the global economy. BRICS is increasingly perceived not only as a political and diplomatic platform but also as a key driver in shaping a new world order. The forum is designed to become a primary platform for translating strategic dialogue into the realm of concrete joint projects. The strategic goals of the forum include facilitating the formation of a new, fair, and polycentric international financial and economic system, strengthening sustainable partnerships among BRICS countries through digital and financial integration, and shifting discussions from criticizing the existing system to implementing specific projects. Practical objectives encompass developing mechanisms to expand economic cooperation, promoting cross-border settlements in national currencies, formulating proposals for the development of financial, technological, and creative cooperation among BRICS nations, and establishing permanent working groups in priority areas.

The key session of the forum, "International Financial Partnership in the New Reality: Investments, Innovations, and Payment Systems among the Countries of the SCO, BRICS, EAEU, and the Global South," is dedicated to building a resilient architecture for international financial cooperation amidst the transformation of the global economic system. The focus will be on practical mechanisms for interaction between Russia, China, India, the Greater Middle East, and Southeast Asia (with a special emphasis on Vietnam and Thailand) in creating alternative payment and settlement mechanisms, attracting investment into high-tech and innovative projects, and developing methodologies for valuing intangible assets and intellectual property as a basis for cross-border lending. Participants will discuss how partner countries can jointly reduce their dependence on Western financial infrastructures, minimize political risks, and create effective channels for financing the real sector of the economy—ranging from small businesses to large technological startups. Additional topics include the prospects of creating a dollar-independent payment system and the role of the New Development Bank, the tokenization of real-world assets, the establishment of a BRICS Precious Metals Exchange, a BRICS Grain Exchange as a tool for forming independent price indicators, and the development of linkages between fast payment systems and central bank digital currencies (CBDCs).

The forum will also feature a tourism session dedicated to translating strategic dialogue into the practical realm of tangible cooperation. The discussion will center on the issues defining the future of the tourism industry in the member countries. Key topics of the session include the application of artificial intelligence and digital technologies in tourism, as well as sustainable development and responsible tourism. Technologies are becoming not merely an add-on to tourism products, but the foundation of safety and comfort: the use of digital platforms and technological solutions for managing tourist flows, personalizing services, and creating shared digital services for travelers from BRICS countries will help them navigate unfamiliar environments more easily and simplify logistics. The second theme is the preservation of natural and cultural heritage, the introduction of "green" standards into tourism infrastructure, and the balanced development of destinations to ensure long-term economic returns. Tourism should generate income not only for large conglomerates but also for individual regions, small towns, and villages. Supporting local artisans and guides will allow tourists to experience the authentic country hidden behind the facades of popular landmarks. Discussion topics will include the development of a rural guesthouse ecosystem, support for small and medium-sized enterprises in rural areas, the preservation of traditional livelihoods and the sustainable development of local communities, public-private partnerships in developing sustainable tourism infrastructure, and cooperation between the state, the private sector, and civil society as a prerequisite for promoting sustainable economic growth in tourism (drawing on the experience of BRICS countries).

In addition, the forum will host sessions across three main tracks:
  1. Digital Economy and Technological Partnership: covering the digital transformation of financial and public administration, the development of automation, control mechanisms, and the implementation of artificial intelligence technologies, digital platforms for cross-border trade and electronic document management, and the cybersecurity of the BRICS financial infrastructure.
  2. Investment, Trade, and Sustainable Development: focusing on attracting investment and developing the financial market, enhancing the investment appeal of state-owned enterprises, the role of state funds in developing the money market, sustainable regional development and fiscal sustainability, expanding cooperation in agricultural, energy, and healthcare supply chains, as well as the climate agenda and "green" finance.
  3. Creative Economy and Urban Development: featuring sessions such as "The Creative Code of the City: Heritage, Design, and New Industries" and "The Architecture of BRICS Cooperation: Creative Economy, Innovation, and Sustainable Development." This track will address the development of creative industries, digital technologies, and the urban environment; the role of cities as hubs for attracting investment, innovation, and human capital; and international cooperation at the level of urban agglomerations.

The target audience of the forum includes representatives of federal and regional government bodies of BRICS+ countries, heads of central banks and financial institutions, top management of major companies and corporations, development institutions and investment promotion agencies, business associations and industry groups, the expert and academic community, representatives of public and professional organizations, as well as technology entrepreneurs and fintech startups.

The expected outcomes of the forum include the adoption of a final resolution with concrete proposals for developing financial, technological, and creative cooperation among BRICS countries; a roadmap for implementing priority projects in the field of financial integration; the establishment of permanent working groups in key areas of cooperation; the formation of a pool of joint investment projects with the participation of the BRICS New Development Bank; the strengthening of the forum's reputation as a leading platform for dialogue on shaping the architecture of future partnerships between the key economies of Eurasia and BRICS; the expansion of networking among business, government, and expert communities of BRICS+ countries; and drawing the attention of the international community to BRICS initiatives in the financial sector.
