FBA EAC Strengthens its Academic Profile: President Becomes Candidate of Sciences
On February 6, 2026, by Order of the Ministry of Education and Science of the Russian Federation No. 65/nk, Mr. Li Shuobing, President of FBA EAC, was awarded the degree of Candidate of Economic Sciences. Mr. Li Shuobing successfully defended his dissertation titled "Ecological and Economic Assessment of the Negative Impact of Industrial Enterprises in the Region" at St. Petersburg State University of Economics on October 31, 2025. The dissertation was completed in the specialty 5.2.3 - "Regional and Sectoral Economics" (Economics of Environmental Management and Land Management) and fully complies with the requirements of the Higher Attestation Commission under the Ministry of Science and Higher Education of the Russian Federation.
Mr. Li Shuobing's dissertation defense was the culmination of several years of research and extensive practical experience. As the founder and permanent head of the SLS-Rus Group of Companies, Mr. Li Shuobing has been involved in the implementation of significant projects in the fields of energy, industry, trade, innovation, and finance in the Russian-Chinese context for over two decades. His practical experience formed the basis for the dissertation study on the environmental impact of industrial enterprises, which significantly influences the ecological situation in the region.
Throughout 2025, Mr. Li Shuobing actively presented the results of his scientific research to the professional community. In January, at the XII International Scientific and Practical Conference of St. Petersburg State University, he delivered a presentation on the transformation of risk structures in the promotion of innovation, using examples from the activities of the SLS-Rus Group. In October, approximately two weeks before the dissertation defense, at the XIII International Conference "Management of Innovation and Investment Processes," he presented a report titled "Economic Assessment of Environmental Damage in the Region," which served as a public validation of the key provisions of his dissertation. The logical culmination of this stage was the publication in November 2025 of Mr. Li Shuobing's monograph "Development of Ecological and Economic Approaches and Digital Tools for Enhancing Decision-Making Processes in Enterprises," which summarized the results of his extensive research.
Mr. Li Shuobing's dissertation significantly contributes to the development of regional and environmental economics. The approaches proposed by the author for assessing the negative impact of industrial enterprises on the environment possess not only theoretical but also practical relevance, which is particularly crucial in the context of sustainable regional development in Greater Eurasia.
The awarding of the Candidate of Economic Sciences degree to Mr. Li Shuobing transcends a personal career achievement. The President of FBA EAC, who enjoys a recognized international reputation within business circles, has confirmed his status within the academic community. This development enhances the expert potential of the entire Association, enabling it to function not only as a platform for business dialogue but also as a competence center grounded in a robust scientific foundation.
