FBA EAC Holds Talks with Brazilian Partners on Russian Forest Fire Prevention Project in the Amazon

On June 24, 2026, a working meeting was held at the headquarters of the Financial and Business Association of Euro-Asian Cooperation (FBA EAC) to discuss the promotion of a Russian technological solution for monitoring and preventing forest fires in the Brazilian Amazon. The parties explored the project's potential as a commercial startup with high carbon efficiency and its prospects for entering international climate finance markets.

The Russian delegation was represented by Sergey Korotkov, Advisor to the President of the FBA EAC and Senior Advisor to the Head of the UNIDO Office in Russia, alongside invited expert Sergey Roginko, Chairman of the Subcommittee on Climate Policy at the Russian Chamber of Commerce and Industry and Member of the Committee on Energy Strategy and Development of the Fuel and Energy Complex. The Brazilian side was represented by Carlos Serapiao, a former official at the Embassy of Brazil in Russia and a finance professional by training, who oversees the identification of promising environmental projects for the Latin American market.

The focal point of the discussion was a Russian-developed technology built on a three-tiered fire detection system. The system integrates Griphon CubeSat satellites with open-source Earth remote sensing platforms, unmanned aerial vehicles (UAVs), and ground-based thermal sensors. Large-scale data processing is powered by artificial intelligence algorithms that not only detect active fire hotspots but also predict fire risks based on weather and landscape models. The integrity and reliability of the transmitted data are ensured through blockchain technology, which is critical for the subsequent verification of carbon mitigation outcomes.

The Brazilian delegation expressed high appreciation for the engineering solution and demonstrated strong interest in adapting it for the Amazon region. According to preliminary estimates, covering an area of 100,000 square kilometers would enable the system to prevent emissions of 2.5 to 3 million tons of CO₂ equivalent annually. Converted into carbon credits, this could generate between $60 million and $80 million in annual revenue.

Particular attention was paid to the commercialization of the project through international carbon market mechanisms. According to Sergey Roginko, the proposed project offers a range of competitive advantages, from technological maturity to clear monetization pathways via carbon markets. As the Head of the relevant Subcommittee at the Russian Chamber of Commerce and Industry, Mr. Roginko brings extensive expertise in the validation of climate projects, engagement with the Russian carbon registry, and regulatory support for transactions with international counterparties. Furthermore, his background in energy strategy enables a comprehensive assessment of the project's integration potential with the needs of the aviation sector—one of the most active purchasers of carbon credits under the CORSIA scheme, a point specifically highlighted during the discussions.

Following the meeting, the parties agreed to continue developing the project at the expert level. A preliminary arrangement has been reached to host a comprehensive presentation at the FBA EAC, involving potential investors and representatives of the aviation sector. Should the pilot implementation prove successful, this solution could serve not only as a vital tool for preserving the Amazon's ecosystems but also as a prime example of the effective export of Russian climate technologies to the global stage.
