The key objective of the meeting was to initiate concrete projects involving Indian partners. Discussions focused on plans to localize the production of pharmaceutical substances and medical devices in Russia, with potential sites including Moscow, the Ryazan Region, and the Special Economic Zone in Dzerzhinsk. In addition, several manufacturing projects with fully developed concepts were presented for consideration. Notably, active work is already under way on the possibility of concluding a long-term offset contract with the Government of Moscow for the supply of latex and nitrile gloves to municipal outpatient clinics by one of the world's largest manufacturers.
A key practical outcome of the meeting was an agreement between the FBA EAC and the Association of Asian Lawyers to jointly prepare a commercial proposal for a private investor interested in supporting manufacturing projects in the Moscow Region. The Russian side is keen not only on attracting capital but also on acquiring advanced Indian technologies and establishing supply chains for raw materials—including caprolactam—to Russian enterprises, a priority that is particularly pressing given the ongoing need for import substitution in the petrochemical sector.
The participants reaffirmed their intention to continue collaborating in a consortium format to ensure comprehensive project support at every stage—from legal structuring and identification of regional partners to sanctions risk mitigation. A dedicated working group will be established to elaborate on the pharmaceutical and medical tracks in greater detail.
