Expert Analysis: Anna Bezdudnaya on the Strategic Plan for the Development of the Russian Arctic Region through 2050

Anna Bezdudnaya, CEO of FBA EAC, Editor-in-Chief of the FBA EAC Herald, Executive Director of the REC "Ecological and Economic Research of the Arctic", and member of the Expert Council on Arctic Development, presented the key priorities for the comprehensive development of the Russian Arctic region over the coming decades.

The expert underscored that the development of the Russian Arctic represents a major state initiative aimed at harmonizing economic interests with the provision of sustainable living conditions. The overarching strategic objective is outlined in the updated Arctic Development Strategy of the Russian Federation extending to 2050.

Anna Bezdudnaya identified five primary areas of focus encompassing logistics, economic activities, and social infrastructure.

1. Transportation: The Northern Sea Route (NSR)

The NSR has emerged as the nation's primary strategic project and transport artery linking Russia's western and eastern coasts.

Infrastructure and Fleet: The construction of nuclear-powered icebreakers, currently numbering four with an additional four planned by 2035, as well as the development of a rescue fleet, is in progress. Concurrently, a satellite constellation for navigation and meteorological monitoring is being deployed.

Increased Cargo Traffic: To ensure the efficient utilization of the NSR after 2025, it is imperative to establish a new commodity base and initiate new mining projects. Future projections indicate an increase in the transportation of fish products.

2. Economic: Resources and Investments

The Arctic region is envisioned as a significant economic attractor. To facilitate this, the largest preferential economic zone in the world, the Arctic Zone of the Russian Federation, covering an area of 5 million square kilometers, has been established.

Investment Scale: Over a thousand new projects have been launched, with total private investments exceeding 30 trillion rubles over the next decade.

Priority Projects: The focus includes mining operations (gold and tin) and the deep processing of resources, such as the establishment of chemical complexes.

3. Social: Urban Development

The primary objective is to halt population outflow and enhance the quality of life. This is achieved through the implementation of master plans for 15 key cities, including Murmansk, Norilsk, Arkhangelsk, etc.

Funding Allocation: A total of 2.9 trillion rubles has been earmarked for these initiatives until 2035, with 555 billion coming from the federal budget. In the period 2026-2028, over 70 billion rubles will be allocated for master plan implementation.

Infrastructure Projects: Construction of residential buildings, road networks, modernization of the utilities sector, and the establishment of world-class campuses (Arktikaya Zvezda), sports complexes, and embankment improvements are underway.

Support Measures: Preferential mortgage programs, the Arctic Hectare initiative, and affordable rental housing schemes are in place.

4. Humanitarian: Indigenous Peoples and Scientific Research

Preservation of Indigenous Traditions: The strategy prioritizes the protection of indigenous habitats and the preservation of traditional lifestyles of Northern peoples.

Scientific Development: Plans include the establishment of scientific stations, such as Snezhinka in Yamal, and the modernization of educational facilities.

5. Environmental: Climate and Environmental Protection

Given the Arctic's sensitive ecosystem, climate change mitigation is a cornerstone of government policy.

Permafrost Monitoring: A comprehensive system for monitoring permafrost conditions in the context of climate change is being developed.

Environmental Projects: Efforts are underway to remediate accumulated environmental damage and implement high standards of environmental sustainability in production processes.

The five outlined areas constitute an integrated system. The development of the NSR is crucial for economic utilization of the territory, urban renovation is essential for retaining human resources, and environmental monitoring is vital for the long-term sustainability of projects. It is at the intersection of these vectors that a new Arctic policy framework is being shaped.
