Unified Assessment Framework for Labor Market Reform at MIFEF-2025
A proposal for reforming the labor market was presented at the Moscow International Financial and Economic Forum (MIFEF-2025), addressing the current disparity in the labor market landscape. Artyom Kireev, CEO of the Work Module Group of Companies, outlined a solution to the paradoxical challenge facing the modern Russian labor market. Despite a record low unemployment rate of 2.1%, a significant 78% of enterprises report an acute shortage of personnel, with 1.5 million unfilled vacancies. This structural issue is not merely quantitative but pertains to the lack of effective mechanisms for evaluating and allocating human resources, particularly in the field of unskilled labor.
The labor market is undergoing rapid transformation, evidenced by a 28% increase in the number of self-employed individuals, now totaling 14 million, and a 3.5-fold rise in interest in part-time work. These trends reflect the growing prevalence of flexible employment forms, which, however, are constrained by three systemic issues: the absence of a unified skills verification system, fragmentation within digital platforms, and escalating business recruitment costs.
In response to these challenges, the Work Module Group initiates the development of an independent, all-Russian system for labor force assessment and categorization. The project aims to create a transparent digital ecosystem for recruitment, which would reduce business transaction costs, enhance trust between employers and job seekers, and optimize workforce management.
The implementation of this system is projected to yield significant macroeconomic benefits. It will streamline the cost of companies in searching for talent, increase market transparency and competitiveness, foster conditions for employee productivity and income growth, and facilitate the orderly integration of migrant workers. Essentially, this initiative represents an infrastructure project aimed at enhancing human capital as a foundation for sustainable economic growth and social stability.
The proposal presented at MIFEF-2025 transcends industry-specific considerations. It is a comprehensive infrastructure project designed to address the key imbalance between a record employment rate and a structural deficit in personnel. The establishment of a unified labor assessment system is posited as a prerequisite for transitioning to sustainable economic growth and social stability in the evolving labor market landscape.
