Murychev noted that the concept of the "Digital Union" is moving from the discussion stage to the phase of practical implementation, and that the key challenge today is how to leverage artificial intelligence, data, and the integration of national information systems to create a cross-border space of trust for the businesses and citizens of the Union. Speaking on behalf of the Russian business community, he emphasized full support for the course toward digital integration and technological sovereignty, while at the same time warning regulators against excessive regulation in the field of AI: the projected contribution of these technologies to Russia's GDP by 2030 is expected to exceed 11 trillion rubles, and such a figure can only be achieved in a flexible regulatory environment.
The RUIE Vice President identified ensuring the seamless movement of goods, services, capital, and labor as the primary item on the agenda, to be achieved through the mutual recognition of electronic signatures, secure data exchange, and the deployment of intelligent services. For businesses, "digital barriers" are not an abstraction but a daily practical headache, as access to state information systems for business entities from other member states is often hindered.
Alexander Murychev welcomed the drafting of the Joint Statement on the Responsible Development of AI within the EAEU, describing this document as vital for the digital transformation of the Union's economies. He also highly appreciated the Eurasian Economic Commission's (EEC) work on integrating artificial intelligence into its own processes, such as the "neural lawyer," legislative monitoring, and the automation of routine operations.
As essential conditions for true seamlessness, he cited the mutual recognition of electronic signatures, secure anonymized data exchange for training and operating AI models, the elimination of "digital divides," and unified standards in the fields of AI, data exchange, and digital labeling. In this regard, a proposal was voiced to create a supranational mechanism of "regulatory sandboxes" that would allow companies to obtain fast-track authorization for testing cross-border AI services across all five countries simultaneously.
On behalf of the Russian business community, Alexander Murychev outlined several key positions: segmented regulation (strict regulation solely for the national security perimeter, with flexible, incentive-driven norms for civilian industries); technological sovereignty without scientific isolation and without bans on the use of international open-source tools; mandatory liability insurance for high-risk AI systems; the integration of AI model registration into the existing domestic software registry, rather than creating a separate one; and standardization as the foundation for compatibility, including by scaling the experience of the IT Standardization Working Group under the RUIE Coordinating Council to all EAEU member states.
Furthermore, the Chairman of the Board of the FBA EAC proposed using the advisory opinions of the EAEU Court as a tool for legitimizing and harmonizing approaches to new technologies and data exchange. Concluding his remarks, he called for moving from concept to practice together—free of excessive barriers, yet with a responsible approach to technology.
