Alexander Murychev at SPIEF 2026: Russian Jurisdiction Offers Unique Opportunities for Investors

Alexander Murychev, Vice President of the Russian Union of Industrialists and Entrepreneurs (RUIE) and Chairman of the Board of the Financial and Business Association of Euro-Asian Cooperation (FBA EAC), spoke at the strategic session "Russian Jurisdiction: Advantages for Foreign Investors" during the 29th St. Petersburg International Economic Forum on June 6, 2026.

The discussion, moderated by Eduard Budantsev, Chairman of the Moscow Board of Advocates "Dictatorship of the Law," featured prominent experts including Alexander Dolya, attorney and member of the Chartered Institute of Arbitrators; Alexey Ilyushin, Associate Professor at Tomsk State University; Pavel Ledovskoy, Head of the Expert Center of the International Organization of Eurasian Cooperation; Alexander Maslennikov, Deputy Secretary of the Security Council of the Russian Federation; Gilberto Ramos, President of the Brazilian-Russian Chamber of Commerce, Industry and Tourism and FBA EAC Representative in Brazil, among other experts.

In his address, Alexander Murychev highlighted four key advantages of the Russian jurisdiction for foreign investors from friendly countries.

The first is legal predictability and the guarantee of capital repatriation. As Alexander Vasilyevich reminded the audience, Presidential Decree No. 436 established the mechanism of Type "IN" special accounts, allowing investors to legally and seamlessly repatriate dividends, interest, and principal. "The rules of the game are fixed, and they protect your capital," Murychev emphasized.

The second is an entry point at the bottom of the economic cycle. Russian assets are currently valued significantly below their fair value, with the P/E ratio at historic lows. Meanwhile, the Central Bank forecasts a consistent reduction in the key rate over the next year and a half to two years, which will create prerequisites for stock market growth.

The third is innovative instruments based on digital financial assets (DFA) and the tokenization of real-world assets (RWA). Russia has established a comprehensive legal framework for working with digital instruments backed by tangible assets, ranging from gold to real estate. In early 2026, the government approved the concept for the development of real-world asset tokenization.

The fourth is new growth drivers. In addition to the traditional raw material and consumer sectors, foreign investors are presented with opportunities in logistics, information technology, mechanical engineering, and financial services. Furthermore, through Russian infrastructure and EAEU integration mechanisms, structured access is opened to the markets of Asia, the Middle East, and India.

Alexander Murychev also addressed the key concerns of foreign investors. He stated that Russia has passed an unprecedented stress test: no capital controls were imposed on investors from friendly countries, and no asset nationalization took place. According to him, ruble volatility is hedged by accessible instruments, and all regulatory changes over the past two years were publicly announced and implemented according to a clear schedule.

"I am not saying there are no risks. They exist in any jurisdiction. But the key difference for Russia today is that the risks have become predictable, and the instruments for hedging them are accessible. The potential yield far outweighs the probability of these risks materializing, especially over a two-year horizon," summarized the Chairman of the FBA EAC Board.

The participation of Anna Bezdudnaya, General Director of the FBA EAC and Editor-in-Chief of the FBA EAC Herald, provided a direct opportunity to familiarize with the current demands of foreign investors and the presented legal solutions.
