Alexey Kazartsev is a Doctor of Science and graduate of the Leningrad Institute of Fine Mechanics and Optics (LITMO, 1991). In 1995, he defended his thesis at St. Petersburg State University, having developed the search principles that are now applied in algorithms for working with large databases. Alexey Kazartsev has been actively involved in the banking and IT sectors since 1997.
His career includes key positions in the organizations such as Commercial Bank “KogalymNefteComBank”, OAO “Commercial Bank “Stroykredit”, “Moy Bank” Group and OAO “Aziatsko-Tikhookeanskiy Bank (Asia-Pacific Bank)”. He has successfully implemented projects to create processing centers and develop plastic card business, including cooperation with Visa Int and MasterCard.
Since 2015, Alexey Kazartsev has been a member of the Group on Financial Services of the BRICS Business Council and actively participated in international summits. He is a co-author of the project of the New International Payment System BRICS PAY (NIPS BRICS PAY) and mobile payment platform.
Scientific and Innovation Activity
Alexey Kazartsev is the author of numerous articles, publications and patents in the field of international payment systems, mobile application security and financial technologies. Since 2019, he is a co-founder of the company “New Financial Alliance BRICS PAY”, a company created to implement the New International Payment System project.
New Tasks
Since 2016, Alexey Kazartsev has been working in the Financial and Business Association of Euro-Asian Cooperation. Since February 2025, he has headed the International Banking Committee of FBA EAC, having set the task to further develop initiatives in the payments sector as well as to strengthen the Association's position in the international arena.
